Santa Cruz gun possession charges lawyerCalifornia’s laws on gun ownership and possession are already among the most restrictive in the nation, yet the state legislature continues to pass new laws in hopes of reducing gun-related deaths. California gun owners should be aware of five new restrictions that will take effect in the coming months.

1. Handgun Concealed Carry Will Require More Training

Current state law leaves it up to individual county sheriffs to determine the requirements for obtaining a handgun concealed carry permit (CCP). 

Effective January 1, 2019, new CCP applicants must complete a minimum eight-hour classroom training in firearm laws and safety. They must also pass a shooting proficiency test with each firearm that the applicant wishes to be licensed to carry. CCP renewals will require a minimum four-hour refresher training, plus a shooting proficiency test with each firearm (Assembly Bill 2103).

A middle school student in Hercules, California contacted a school resource officer around 9:15 Wednesday morning, claiming that she saw a man at the school with a gun in his pocket. She reportedly told the resource officer that she first saw the gun on the bus. She says that she saw the man inside the campus of the school and approached the resource officer.

The resource officer found the man near the administration gate at the school. Officials say that the 19-year-old had attended the school when he was younger, but the resource officer did not believe that the teen was authorized to be at the school. The officer drew his gun and ordered the teen onto the ground. Later, the officer found a BB gun, which was not loaded with any BBs in the pocket. The 19-year-old now is facing a charge of unlawfully possessing a weapon on school grounds.

Generally, the California Penal Code defines weapons fairly broadly in the statute that prohibits bringing or possessing a weapon on K-12 school grounds.Kids, or high school students, may face charges for weapons on school grounds for relatively minor incidents with the breadth of the law in California.

The University of Southern California campus was put on lockdown for a period of time Wednesday night after a shooting incident injured four people. Authorities believe that a man critically injured in the shooting was the primary target, while three other people were bystanders who were swept into the incident.

The man critically injured is a former standout football player from Crenshaw High School who was dubbed as the "most versatile and feared player" on the 2009 Los Angeles area high school football team by the Los Angeles Times.

Authorities say that the athlete had attended a Halloween party Wednesday night on the USC campus. University officials believe that roughly 400 people attended the party. The former Crenshaw High athlete apparently became involved in some kind of disturbance with another man.

Deputies believe that the young teen took the used butts with the plan to smoke the stubs. The boy's mother and 18-year-old brother then got involved in a dispute that deputies say grew into an altercation. Authorities accuse the mother and daughter of using weapons against their neighbors.

The daughter accused of assault with a deadly weapon is a 21-year-old Linda, California woman who authorities accuse of using a baseball bat to strike the 18-year-old older brother of the teen believed to have taken the butts. The 18-year-old was struck in the head with the baseball bat-he was also allegedly stabbed in the left arm by the 35-year-old mother accused of assault with a deadly weapon.

Deputies further accuse the 35-year-old with stabbing the 43-year-old female neighbor several times in the dispute.

California authorities reported to Oikos University in East Oakland Monday morning after gunshots reportedly rung out on the college campus. Students and others at the college dove for cover when the shot were fired. Officials say that as many as 10 people may have been hit by bullets, but conflicting reports have been issued as to how many people were killed in the college shooting.

SWAT team officers entered the college and other officers swarmed the campus and nearby locations Monday. Several miles away from the East Oakland campus, police in Alameda reportedly have arrested a man at a shopping center who law enforcement believes is connected to the incident.

Details about the entire incident remain confusing across media reports, including conflicting reports on the number of wounded or killed in the East Oakland shooting, and what led law enforcement to Alameda.
